Developer documentation for maemo can be found in several places.

Starting with Maemo 5 (N900), all official support docs are published in the wiki in the documentation section, or in Forum Nokia.

For the older versions such as OS2008 and OS2007 various documentation can still be found in this wiki and on the maemo.org site itself in the development section:

A lot of additional material can be found on GNOME's developer site. That link contains reference material and tutorials for GNOME libraries.

In the category "Development", this wiki includes additional topics not covered by the above documents.
