The translation is still ongoing, but the task task the October Sprint to compile a new list of package categories is completed. Navigation-type applications should go into an "Applications" category (which would be distinct from Games, Multimedia, Office etc.), and Applications could/should have a Navigation sub-category if we allow sub-categories.
